Loose front license plate filler plate

The rectangular piece of the front bumper which is used instead of a front plate is loose at the top. I've tightened the two bolts at the bottom but that doesn't do any good. It looks to me that the upper clips don't engage very well.

Anyone else run into this problem?

im not really familiar with filler plates as i live in a front plate state. i will say that a simple plastic tap and a machine screw will work wonders if you slip it into a hole in your bumper. thats how a lot of nissans have the lic plate brackets held on stock.
