looking to buy an s13

so i found an s13 for sale online for $500. its a 89 with a new head and about 127k miles. it needs a new timing chain and a new tire. my question is how easy is it to put a new timing chain on and is an 89 s13 worth putting money into

why was the head changed? if it were because of an overheating issue resulting from a blown head gasket i'd pass on it. at 127k miles, there should have been nothing wrong with the original head unless the engine was neglected and abused.
