You didn't mention what the equipment was on it. Does it have the Anniversary package? Navigation? I have a 97' with 88k on it, Q45tech is correct in that when you don't put much on the car you don't change oil as often, I use premium syn (I've tried Mobile 1, Redline, Amsoil and Royal Purple) and do it at least every 6 months, which is usually close but not quite 2.5k-3k. If your worried about it might want to have a mechanic look at it, not sure about the east bay but I have a good mechanic in South San Fran that you could have look at it.
From my experience the dealerships are not the best at doing that and charge a bunch.
If you do buy it, get a good mechanic to do what would have been the 60k service on it unless you get paperwork that everything (transmission, radiator at least) were flushed at 60k.
I'd say based on that the deal is okay, run
http://www.kbb.com with all the details of the car and see where it comes out. Get as close to the trade in price as you can, the more details you can find in the way of past work (paperwork) the more the car is worth too. I'd say in perfect condition the deal is okay, but you need to tell us if it is touring or annivsary, if it has the navigation, etc. Without either of those the trade in is about $9,800 if the car was in excellent (according to kbb.com) so 11k is not far off.
