Hmm...

Using my future-cop detective skills, I can clearly see that in photo number 1, the wheels are on a different throw rug than they are on in photo number 2. I would use this clue to conclude that there are actually 4 complete wheels, as it would not make sense to move two wheels onto another rug for a second photo. This conclusion is further supported by the fact that there are 4 hub centric rings in that little baggie, and what appears to be 20 lug nuts.

Ok CodeRed... you've teased us enough! Post up some pics of those bad boys mounted, and tell us where you got 'em and how much they were!
