Those are not technically "locking" lugs. They only require the special "key" which is essentially a patterned socket. That said, I have them in black and they keep my wheels on the hub.

If it requires a special key isnt that considered a lock nut. Whats a lock nut then?

It's usually something like this:

They come with a special key and another special key for the locks. 4 locks and 16 lug nuts.

^Right, the set he linked to does not have the 4 locking lugs per set (1 per wheel), it has 20 lugs that are exactly the same and only require the patterened socket.

I consider locking lugs to be the ones requiring an actual key, not just a patterened socket. If someone wants to remove your patterened lugs, they are going to do it with or without the patterened socket. Even the ones that require an actual key can be removed if somone is determined enough. They may slow them down, but if they want them they can get them off.
