Your original post says NA VG30ET. The "T" in "VG30ET" means TURBO.
And you can buy a spool of 50ft of vacuum hose for about $30. It's more than enough to completely redo all the vacuum lines. And since the car is 20 years old, you should probably replace them all anyway.
Just replace the hoses and see if that fixes it.
Is there any definite answer? Not without someone actually looking at your car. And it sounds like you've not actually done that.
