Looks like the Stillen Front Lip that someone painted 2-Tone. Check this out!

Looks to me like the stock bumper with a Stillen lip installed, the upper (stock) bumper was painted to match the car, and the lip was painted black to match the runners. It looks like they also painted/tinted the taillights to keep them from attracting the eye.

I wrote that they tinted the tail lights... I was wiring my tail lights when I replied lol. meant to say that they tinted/painted the fog lights and blinkers. not tail lights.
