They are probably bouncing up and down. If you remove the samll piece of trim behind the lights located just under the hood you can get to this little rubber stop with a philips screw driver. Turn it counter clockwise a little bit (to raise it up). Then when the lights are deployed they will rest on the stop sooner tensioning the whole unit. At least thats what I did and it worked great, lights are rock solid even over the worst back roads. Anyway, there are a couple of these little rubber screw stops in the pop up system, but the only one you need to be concerned with is the one the lights engage when they are up. Hope this helps.
