BTW, why would someone insure a 100whp anything... What the OP is asking is, will the liability fall on him if he has an accident and the ins co finds out he has an engine that is not suitable for the US? The answer is no, they cannot deny a claim because of the engine in your car. They do not have any say in Ca law, and there is no way that the ins co would ever know that the car is swapped.
