They grab at the same rate until you hit the proportioning valve's split point. Then pressure is gained at a faster or slower rate on one set of calipers depending on the valve.
That component is built into the master cylinder.
If you are looking for a simple adjustable pressure valve, you can get one from Wilwood and put it inline.
