Check the bulbs, and then the sockets for power. You could have one bad low beam element and a bad high beam element.

Its an S13 with flip ups I assume. You have one headlamp with 2 elements inside. A high beam and a low beam. On the back of the headlamp there are 3 spade prongs one ground, 1 +12 for high beam element, 1 +12 for low beam element.

I would unplug the bump and check the plug socket. See if you have both high and low beam voltage before you go replace a switch / relay, or more.

ok so today is checked if the socket has power. it does, both high and low beam.

i fixed the high beam problem by simply running a wire from the passengers side lamp, high beam power source, to drivers side high beam inlet or however you wanna call it. tried the same thing for the low beam, but it did not work. My question is are there two bulbs in the same headlight? If so im thinking that the low beam bulb is out.

thanks for the help. just came back from auto zone. got a new headlight. WOKS! all it was the bulb inside was shot and since its a sealed beam i had to replace the whole thing. I still have the issue with the high beams, i mean with my wire method it works, but thats not how its suppose to be. anyways, now high and low beams work perfectly!
