I'm pretty sure you can't use BLUE for the plate lights...

Yeah those blues are definantly illegal, taking them off when you get pulled over is fine I guess, I just hope you don't get an a**hole officer. Some of the guys I work with hate those things because some people like to freak people out with strobes in their grills and such, so they assume ALL mods like that mean that's what you're doing.

I tried doing this yesterday. You have to pull out the glove box assembly from the dash. It's held in by 8 screws but it is a tight squeeze to fit under the dash to get to the lower screws. Anyhow the bulb is a super small size and not like any of the other bulbs on the car. I haven't found a compatible LED for it yet. Don't bother with it until someone finds a 658 compatible LED bulb. The glove box bulb is the only bulb I haven't switched over to LED yet (besides the turn signals and headlights, which I don't intend to replace).

Pop trunk, take out 2 big rubber nubs from the lid.. then take off some of the plastic push screws, you will see the harness, twist it n take it out..

Pep boys leds are garbage, get good ones online for cheaper.

Also leaving those blue license lights is just ASKING for an issue and i wouldnt drive with them at all.

To answer your question about light color for the plate light, most states require you to have a white light illuminating the license plate. A rule of thumb when doing aftermarket lighting (neon lighting or changing bulb colors) is that you want to avoid the colors of traffic lights, and depending on the state you are in the lights that police/fire use. In Indiana only police/fire can have red or blue lights on their cars. There are restrictions on green lights also.
