Just the fact people don't get ticketed doesn't mean it is legal.
Pescakl1 is correct... However, just to clarify some points in this discussion so no one gets confused. Modifying the color of your turn signal lenses is not illegal "providing" your modification is within the limits of the law. From a legal standpoint this is mod is actually a "Two" part issue.
1) The "reflector" aspect of the orange lens.
2)The required orange/amber signal "color".
Turn signals, both front and back, have a
Fresnel lens reflective quality. You "can" legally replace or modify your front turn signal lenses from amber to clear... or your read tail light lenses from red to clear "PROVIDING" the new lenses maintain a "REFLECTIVE quality "AND" that the "COLOR" of the specific signal lamp still meets the legal requirement. In other words if you remove a red tail light lens and install a clear lens you must replace the clear bulb with a red one so when signaling it still flashes red. Same with the front... as long as the indicator signal color is still amber /orange when activated (amber bulb) you are within the law.
NET: Is it against the law (in the US) to remove the orange reflector? Is there a legal work around? The answer to both questions is "Yes". You could be ticketed for making the mod outlined in this thread. (although as Leo pointed out there's a slim chance you would ever be pulled over and ticketed just because of this mod. More than likely you would be getting a ticket for something else and this would just be added to the pile.)
A legal version of this mod would be to replace the orange reflector with a clear one. However you will need to keep the factory amber bulbs in the turn signals. The hard part will be finding a company that makes a clear aftermarket reflector for the Rogue.
(Now for the legaleze mumbo jumbo)
Per 625 ILCS 5/12-2089*:
Turn signals on the front have to be either white, amber or a shade in between white and amber.
Turn signals on the rear have to be either red or amber.
* Every motor vehicle other than an antique vehicle displaying an antique plate shall be equipped with an electric turn signal device which shall indicate the intention of the driver to turn to the right or to the left in the form of flashing lights located at and showing to the front and rear of the vehicle on the side of the vehicle toward which the turn is to be made. The lamps showing to the front shall be mounted on the same level and as widely spaced laterally as practicable and, when signaling, shall emit a amber light, or a shade of light between white and amber. The lamps showing to the rear (same mounting and spacing as outlined above) when signaling, shall emit a red or amber light."
