Sure, it has the Tegra 3, but It has less ram than the higher end devices and it just looks cheap. Plus it comes with a phone OS, not the tablet OS, which means its a slightly bigger GNex. It's a not a bad choice, especially for the cost, because you couldn't get better specs for that kind of money. TEGRA 3! You can't get any more high end than that. And the screen resolution is excellent.
I really like the Nexus 7, and I'm not big on tablets (I'm with you on the "why have a tablet when I have a phone" subject).

I guess honestly for $200, I can't say I wouldn't consider the risk. I haven't looked at the N7 up close yet, but after having two 7" tablets, I felt like the 7" was a little small for web browsing still and really wasn't that much lighter than the iPad. That excludes the Nook Tablet though - it was very light.
