Leaky wastegate?

I have a t28 turbo and the built on wastegate instead of recirculating to downpipe is vented to air. At idle and cruising along I can hear exhaust escaping and it sounds like an exhaust leak. Is this normal? Do stock wastegates let some exhaust escape before boost is even reached?

Exhaust leak isn't normal, just the gaskets. As for the wastegate, its suppose to open up at idle and such, this is so that the turbine doesn't spin all the time and wear out the bearings so fast. Its just an extra space for the air to go through instead of it all going through the turbines.
