KA24E won't start first try, but second try it does.

have been having this annoying problem for some time now. When my 1989 240sx KA24E has been sitting more then 3 hours or so, and I go to start it, it will crank and crank, and even sputter a little bit then not catch. Not until I stop cranking it and then try a second time it starts perfectly, right away on the first crank. I also tried holding the pedal down when I start the car and it doesn't help at all, the same thing happens.Now I tried shooting some starting fluid in the intake and then starting my car and it starts perfect every time. So this leads me to believe its something with my fuel delivery, or fuel mixture? Is there a way to adjust the fuel mixture? I have checked my injectors for leaks and nothing. I'm running out of ideas.

The engine has been rebuilt, and ECU doesn't throw any codes. I have also checked the fuel mixture on the ECU and its within spec. I have new plugs, wires, fuel pump, fuel regulator. I have a fuel pressure gauge and the pressure is within spec. I have tried different ignition coils, wires, fuel pressure regulators, and MAF's.

Please if anyone could point me in a direction that I have not checked, it would be greatly appreciated.
