does it smoke a little out the tail pipe, like black smoke, not blue or white? does it seem to run rich? like bad gas mileage, flooding, etc...?

most of the time on a ka24e that is because the cold warm up for startup is not shutting off. commonly fixed by cleaning all of your electric connections to the engine ( i used acid, then neutralize with baking soda and water)

if your connections look corroded, and not clean metal, probably your problem.

it would be really hard to pass smog in this condition but it would seem to run "ok"

I have one similar. Cranks and runs but is very rich.Motor is complete rebuild. Everything has been checked.I finally gave up and took it in to a reputable garage. The computer shows no faults or problem codes. They are doing individual component test now. I'll let you know what they find, if anything.

Turns out it was electrical on my ka24e.Had a few bad wires in the wiring harness. Wires were old and brittle. After they were replaced, everything is great.
