I have a 90 ka24e that I took the oil pump off and think I missed a tooth putting the shift that goes from oil pump to distributor. Was wondering what degree I needed to set on the pulley to line the distributor up with the #1 spark plug.

You won't ever get the timing exact when you first drop-in a dizzy, so just line up the crank with one of the timing marks and drop it in at #1. You won't be further off than whatever advance the timing mark represents. If she no-starts and backfires when you crank, you're 180 out, just mark it and flip the rotor 180. Once she starts you can break out your timing light and set it exactly.

What does the timing need to be set at?

You'll find that in the SM, or maybe one of the KA-T mavens here will know the marks for your engine. I don't see too many old ones, so I can only offer general advice. Most balancers will have two marks, one will be TDC and the other will be at the factory advance setting. The one that reaches the index pointer first in the engine's direction of rotation will be the factory advance mark.
