Ka24e timing chain tensioner question

So I'm in the process of changing my timing chain, following the guides on here and I'm at the step after installing the chain, tensioner and guides. So when tightening the cam bolt, the chain pulls the guide into the tensioner and the chain slacks up at the crank sprocket. If I loosen up the cam bolt, the tensioner piston pops out and pulls the slack out of the chain but at that point, I can turn the cam bolt by hand. The guides and tensioner are installed correctly and I torqued them to 7 ft lbs. So did I install something incorrectly, or is everything cool as is?
