Well i went to go move my car and i turn the key, it acted like it wanted to turn over but it was like the battery was dead.My voltmeter in the car read 12v before i went to crank it, my question is, is my starter gone to crap?

get someone to hook up a set of jumpers to your batt and see if it turns over then.
