ka24e injector wire harness voltage?

Ok im working on my friends 89 240 (ka24e) which was just flippin messed up. he replaced the piston rings in it and half assed puting it back together. im mean not bolting the intake mani and not using gasket sealer on the oil pan, water pump, front chain cover. you name it was jacked up. the timing chain was completely off and the spark plug wire were not in the right places. all man so much more was wrong. well after a whole night of tearing it down and putting it back together. it still doesn't start. well i narrowed it down to the wire harness. The end connectors are in really bad shape. three of them are reading about 1.38 volts and the last one is .98 volts. i know thats not right. i checked the grounds all good. im not finding very much on what the voltage is suppose to be and or how to fix that. any help is appreciated. thanks all!
