KA24DE won't crank (not a starter problem)

So I just got finished installing my rebuilt s14 head on my s13 block. I have s13 cams and s13 cam caps and I can barely turn the cams for the life of me. I even poured a bit of oil on them before installing. The motor is extremely difficult to crank by hand and the starter struggles to get a quarter turn out of it. I know it's not the bottom end because it was easy to turn before I put the timing together. The cam caps aren't very tight and I even used a stubby ratchet to install them, they're about as snug as a fender washer. My buddy and I are speculating that I need to use s14 cam caps? Any input?
