ka24de timing has 15 deg. at idle buts wont change when i rev it up?

Im trying to help a friend with his car, and i noticed when i was checking the timing that it doesnt change when you rev it up ,so i tryed a different distributor ,and a different ecu (dont know if it was good though), checked the tps adjustment , swapped ignitor chip, and nothing changed , ANY IDEAS?

did you take out the fuse on the wiring harness next to the dizzy and coil when you tried timing it?
