ka24de terrible idle problem

Hello, my kade has been having some rough idle. The car starts up fine with high rpms (1000 or less) and slowly drops to normal idle. As soon as I start putting some throttle on (about 2k-3k) and ease off of the pedal, the rpms drop below 700 too a low 200-100 rpms. Sometimes it jumps back to normal idle speed, but most of the time it drops dangerously low. I've searched around different forums and tried various things. Heres what I've done already

Cleaned out the Iacv and adjusted it.
checked timing
changed spark plugs
tested my fuel injectors
checked for any diagnostic codes on a obd reader and ecu led blinky diagnostics

a co-worker of mine told me that my iacv is going bad and is working slowly.
Another thing that I noticed was whenever I turn my a/c fan on, my rpms jump dramatically to about 1-1.5
I'm stumped right now any help would be great and thanks!

hey man you said you cleaned the iac. not to over simplify but did you clean the throttle blade 9/10 thats what fixes that symptom

as in the throttle body? I sprayed a bunch of carb cleaner in, but that doesn't help much either

yes as in scrub the edges of thhe blade to make sure it doesnt stick at all

checked pressure and vaccum leaks

checked for vacuum leaks and made sure my vacuum lines were correct. I plugged in a vacuum gauge tester and occiasionally the needle would drop if idle is fine. I just recently did a engine rebuild. I'm aiming towards something with a/f mixture.

sorry to bring this topic back alive, but I've noticed that my ecu is from a 95, and I have a 96. I know that late 95 models were obd2 but my ecu harness has been spliced up a bit. is it normal to have the maf and o2 sensor spliced together?
