It can be done but will be tricky. You have to keep your EGR system which is usually discarded on a turbo install. Another big problem for you, you wont be able to run a chipped ecu. Your going to have to go with a piggy back like the emanage or safc2. For an OBD2 emissions test its all about your check engine lights. If you throw any, you will fail. Thing is, if you spend eh, i think its like 750-1000 dollars and it still wont fix your codes you can get a voucher and get your car passed regardless of codes. Thats VA law anyway, you really need to do a lot of research before you decide to take the plunge on local emissions laws. Go up to a few shops and talk to their inspectors, ask as many questions as you can.

im not worried about check engine light bacause i have the sequence on how to reset the ecu. i just passed the emmisions after i restarted the ecu coz i got a cel because of my iacv is malfunctioning but 1 day after the emmision test the cel came back but i already passed the test. the thing that im worried about is the smog test, will i pass sniffer if i turbo my ka?

Take a car that passes the sniffer test, your car's papers, and a nice tip for the inspector... Don't get caught.

OR

Run your car to a pretty much empty gas tank and drop in 1 or 2 gallons of denatured alcohol before the sniffer test.

You should be able to pass the sniffer test thats not a big deal as long as your engine is in good shape. Do the basic stuff like a tune up, ect first.

I cant believe you were able to pass the test by reseting your ecu, you got lucky there..
