KA24de, in need of tune tips

just bought for $400, runs rich.

it has 450cc injectors. it has larger sparkplug wires, and i have hks racing sparkplugs, higher heat range. i was wondering/hoping for tips if i use these plugs plus advance the timing [like 4*] would it even out.

although its inevitable going back to stock; just need some input

i used search, google and ask to no avail
