ka24de IACV scanner reading....

I just bought a 91 240. It idles rather well but coming off of revs it wants to stall. I have already cleaned it out, so i'm assuming that it might be a electrical malfunction. I hooked it up to a scanner and saw that the IACV reading which is in % is at 50. It stays at 50 and never changes. I can only assume that somethings wrong with it, i just need some clarification. Thank you in advance.

I would replace it. It's possible the solenoid has fialed inside the unit.
