ka24de head swap questions

i was recently planning on swapping my sohc ka to a dohc ka but after minor mishaps and days of researching i came upon an article where someone swapped a ka24de head into a ka24e. i heard it gives out high compression ratios roughly 11.5 to 1. but can anyone answer a few questions. if it has higher compression ratios do i need to run racing fuel. cuz i heard 93 octane at a pump wont do it plus i live in CA and emissions is a ***** here? and wat are the benefits and power gains of a higher compression? also the cost? i plan on building an all-motor ka and would high compression be good for it. if so how much would it approximately cost for parts? wat parts do i need? and can anyone give me a step by step instructions. i dont wanna **** anything up. thanks for your help. and if i did the swap would i still be able to use power steering and a/c. thanks alot for the help in advance.
