I have a feeling that you didn't wire the chassis -> EFI harness plug properly beside the battery tray. Double check to make sure that the main ignition power wires are wired in correctly (Black/red and Blue/Red). I fyou do, then check for continuity and make sure all of your grounds are in place (primarily the one on the back of the head)
And Phantom, the ECU doesn't pulse to the coil packs, it breaks continuity to the coil packs. The basic principle of ignition coils is that there are two coils. One is the main coil that is continuously charged. The secondary coil is connected to the spark plug. When the ECU breaks the circuit for the primary coil, the power jumps to the secondary coil through some scientific explanation, and it also rises in power to the neighborhood of 40,000v. The ignitor chip is more or a resistor than a capacitor as it relieves incoming voltage stresses from frying the ecu by bleeding excess voltage into the grounding system.
