If you know my history I just have bad luck when I let anyone else work on my car or engine.Current engine was built with arias 8.8 and crower v2 cams and cometic hgHG blew.Took off the head and had a valve job done resurfaced etc.Had someone reassemble it.Compression is like 90,110,70,130

What do you see the problem as? Poor HG installation? Or need new rings for the pistons? Or something else?

The cams were off, when the motor was originally started up, Exhaust was off by 1 iirc. Engine wouldn't start.I then corrected it, and engine would start but idle low 5-600rpms and choppy

There is a cam timing you can have(not the correct timing..) that will allow your engine to start and run much as you describe. Low/inconsistent compression numbers and running like s*** are the side effects.

Remember there are two chains and if either one isnt set perfectly your cam timing is effd. Unfortunately for you, to verify that your lower timing chain is set correctly you have to take off the lower cover..... EDIT - Actually you should just be able to spin the motor around a few times and make sure that the cam is stilll at 10 and 2. Idk i always am super paranoid about cam timing and i have to see all those marks lined up.

What happens when you try to give it gas?
