I averaged about 15 mpg with a T04B when I had the S14.

Wrong. Turbos are always a restriction in the exhaust. And under normal driving conditions, there is not going to be enough positive pressure in the intake to overcome the restriction to flow that the turbine is to the exhaust.
As for atomizing fuel, a turbo doesn't assist with that. Fuel is delivered well after a turbo compresses the air. And the primary factor for atomizing fuel is during the compression cycle in the cylinder as heat energy from the compression cycle becomes readily available to help to atomize the fuel. There may be some indirect atomization that occurs when boosting as there will be a little more heat and density in the air the fuel is being injected into, but under lighter loads (i.e. no boost), there isn't any significant difference in the density or heat in the intake tract over an NA motor.
