I already removed both power steering lines to the rack, but do i need to remove the lines going to the cylinder too if I am getting lines from a 91-94 DOHC to do the swap?

no you don't have to remove those lines, all you need is the lines that run from the pump to the rack, from the rack to the cooler, and from the cooler back to the reservoir. the cooler is the two lines that run back and forth in front of the rack. you can actually by pass those and run a small transmission cooler in front of the radiator, works 100x better.
