ok so I got a refreshed 95 ka from my friend (new seals etc) he also put cams from a 93 ka on it. and from looking at it I think he put the exhaust cam on the intake and the intake on the exhaust. my question is is this normal to do that to get a better duration etc. or is my friend a complete idiot and should I swap these around? also when I mentioned it to him he said he turned over the motor with his impact gun and nothing was binding.

He MAY have been thinking of the popular "dual exhaust cam" swap, which you can read about right here:

so that means the cams are set up 248/240? would this make the motor run like complete ****. or would it run like stock?

the dual exhaust cam swap is where they install 2 248 s13 cams. the 248 cam that replaces the 240 cam needs to be clocked a few teeth to ensure your valves are opening at the right time.
