K&N open element filters by themselves do not have a CARB EO number. You have to get a FIPK from K&N that was designed and tested for your car to meet CARB Standards(which isn't terribly difficult for intakes). But if someone just bought the open element filter, and and adapter and installed it in front of the MAF, it is not smog legal. Find yourself a stock intake box, throw it on, and smog it. Or get a CARB legal intake system.
