The valves on the plenum do three things.
1. Sets base idle by bleeding a constant amount of air around the throttle butterfly. It's a 10mm bolt-head adjuster.2. long valve = FICD = Idle speed rise valve for when A/C is on.3. short fat valve = AAC = ECU controlled idle speed control to prevent stalling.
You can block them off, and adjust the throttle butterfly open a little to set the idle too.
If you live in a climate where the temperature is fairly constant, you can remove these valves and still use the factory ECU. Otherwise you will probably have to go aftermarket.

I don't use these valves with my Autronic SMC. But on a factory Computer, it's better to keep them.
