well it would turn easily up in the air cause theres no friction the wheels are just hanging in the air but it sounds like you need to bleed the system badly now how i cant help i never had to mess with the power steering ever on any cars i worked on, my luck i guess, knock on wood i would guess a to start would be before you put the lines into the pump fill the lines themselves then hook them to the pump to at least get that amount of air out. BUT like i said only a guess

i changed the power steering pump and hoses on a grand am and passat, and both with the same simptoms that you are mensioning, just like what infinitidreams20 said, it is air in the system that wont make it function properly.....in both cases, i added the fluid, then i left the power steering reservoir cap open and turned on the car and left the engine on for more than 10 mins, then came back and it worked fine... it is air bubles inside the hoses that cause all this noise and harsh turning.... and to make sure that this is the case, when you leave the cap open, just grab a flash light and look inside and you should see a lot of air bubles in the fluid.now if you have the HICAS, it (could) be a different story, i wouldnt have a clue, but i hope that the above helps

Did you follow the bleeding procedure of turning against the stops in both directions, and forcing the bypass open?

if it didnt work, i really dont suggest running the engine, it could damage your steering pump. i'm sorry to hear that it didnt work out for you, but i'm sure that somewhere in the hoses there is a clog, or too much air that is preventing the circulation of the fluid. good luck
