Okay, you may want to write this down. When ever an engine turns over and doesn't start you check for two things first, those being spark and fuel. Now with that being said obviously being that you replaced the pump it is probably fuel. Can you hear the fuel pump running? Are the plugs wet with fuel? If the answer is no to either of those, get a multi-meter and figure out how to use it. It is one of the best tools you will own.

Did your rewire the pump? I know the stock wiring has been known to not supply enough power to the Walbro pumps and won't even run them. Happened to my good buddy. You should rewire it to get the full potential out of it anyways.

The car doesn't need to be running for your fuel pump to run. The fuel pump primes the system on the ON position or whatever the position is before START.
