NOT TRUE AT ALL. at least in GA. that is..
i got pulled over once by a small city sheriff for having yellow lights in my dads s14 and he was gonna write me a ticket saying that any lights other than white are illegal, but he let me go.
later i had my dad call all his cop friends and they said there is no code against colored headlights. we even looked it up in the GA law book and there is nothing against it. here are a few links. hopefully they help.

no where in there does it say yellow lights are illegal it just say right here in this quote
"These bulbs, if not certified to complywith the Standard, are not permitted to be installed on new motor vehicles to be sold to the public and are not permitted to be installed in any highway motor vehicle by any party regulated by NHTSA. Thus, vehicle and vehicle equipment manufacturers, dealers and persons in the business of repairing motor vehicles are prohibited from installing such bulbs in motor vehicles HOWEVER!!! Vehicle owners are not regulated parties, and are not prohibited by federal law from installing such bulbs. However, if local or state laws refer to the federal lighting standard, GA does, or to the same lighting performance requirements, it is likely that owners installing such bulbs will be violating local or state law."
it just says IT IS LIKELY but no code or proof.
