has anyone tried running flat top pistons with a raised quench area, with a shaved block or head, and machining small divets into the top ring groove to force the ring out on the compression stroke for better compression?

I doubt it, but I might try it..... on a spare KA n/a build.

I hope you can understand what I'm saying....LOL

im not really sure what you are saying, but anything that creates sharp edges or areas with lots of surface area compared to the amount of material actually there is a bad idea. It creates hot areas and causes pre ignition.

Also if it isnt done in new engines from the factory or by really high end reputable race teams then i would stay away from it, there is either some drawback that isnt worth the trade off or it doesnt work.
