I'd imagine that any screen around the MAF sensor is to help prevent damage to the sensor should any larger particles manage to get past the air filter, but I haven't seen one in person so I'm not quite sure of its exact setup. Airflow should be more than sufficient with the screen I believe (else why would it be there from the factory?), and any difference would probably only be noticed at wide open throttle anyway.
I don't have very much knowledge when it comes to emissions equipment. Since a '94 Quest isn't ODBII, you have less chance of the ECU complaining about removed emissions components. I think removing catalytic converters is illegal in all states and you can be fined for it, so be aware of that.
