jumpy reading from TPS

Okay, so i hooked up the Apexi neo to my ecu and the throttle sensor is reading jumpy .... like if i hold in all the way down, it would go from 97 to 100... its jumping around ... is that normal?

A tiny variation like chaosli has is normal, nothing is perfect.

However, yours is a little excessive. I would start by checking the ecu ground and the TPS ground. Then make sure your reference signal is steady(should be 5 volts). If thats all good, then its either a bad sensor, or theres a problem with the TPS output(where the ecu gets the signal from) wire.
