Between 250-300 hp .43 ar will be fine. It will have a faster spool time than a .63 ar.

JGS kit is a great kit, cast manifold and all. Perfect for your goals.

Also check out http://www.treadstoneperformance.com/ . They have good prices as well, not as well known as JGS however.

You will need a fuel system upgrade and control unit.

Check the sticked posts at the top of the page, you should read all in this link,zerothread/226410and this link ---->zerothread/99647

Well you are also gonna need an intercooler and stuff for that. Figure you can get some deatschwerks inj, find a good deal on an N62 mafs and some form of tuning. Enthalpy is an easy and great way to go about it. thats 500 bucks though. Then you will need miscellaneous stuff like gauges, and a clutch to hold that power. I honestly dont see you getting out of this with less than 3k...on the generous side. BUT it will be a pretty solid and reliable setup/.

if you want more horsepower than torque go with the .63 a/r... if you want more low end torque go with the smaller .48 a/r housing. i had a .63 a/r on my built ka-t and i hardly ever saw lag and thats with stock bore, granted it was a stage 1 exhaust wheel... from experiences with my civic i had a 63. a/r on there with stage 3 wheel and went to a .48 a/r with stage one wheel that was clipped, and all the power just went away. i lost 50 whp after i dynoed it, but i also added on a different exhaust and intake manifold, and put a full 3'' exhaust as opposed to having just open downpipe with the .63 setup. lets just say this, id rather have the lag and more power that the .63 a/r provides. exhaust wheels play a big factor too.. it couldve been a number of those things that contributed to me losing power but the biggest factor was the exhaust housing and wheel change. go with the .63 imho.

You dont need a new fuel rail for 300hp, thats incorrect, all you need is a walboro pump, some 650's, and a Z32 maf, then if I were you I would buy Emanage Ultimate for your budget, and a new clutch.
