In order to tune your 91 ecu you need an sr20 type daughter board.

Chipping and tuning your ecu (just like jwt or enthalpy) is relatively easy. Solder in the 40 pin connection for the daughterboard, trigger a jumper, and your ready to go. Lots of great free software available to do it all on your pc.
Jwt or enthalpy ecus are good (mostly turbo versions), but you can accomplish the same thing yourself for less money, and have all the equipment to chip/tune more ecus.
