I wonder how the factory ducting works between that splitter piece you have circled and the vent is routed.
Since there is no lever to close the rear vents in the photo you posted, I suspect there must be an additional mix door in their somewhere that's controllable from the rear seat. The rear vents would always (and only) be on if the front dash vents are. Maybe that's how it's supposed to be, though.
The piece you circled sits directly behind the two center vents on the dash (and the clock), so it shouldn't be too hard to get to. You'd just have to pull off the upper center console trim just like you'd do to get to the clock.
I don't see why your idea wouldn't work, though, even if it's not how things were set up from the factory. I am curious as to where you'd route the plumbing for it. Just keep in mind that, as mentioned above, with your setup the rear vents would only (and always) work if the front dash vents are on. If you just run footwell vents, the rear vents won't get any air.
BTW, thanks for posting that picture. It shows exactly the angle I've been trying to find of the plumbing for the steering column vent I need to fix.
