JDM cluster on a KA, tach doesnt work

My odometer stopped working on the cluster in my 95 s14, so i decided to get another cluster to go ahead and swap in. a buddy of mine had just bought a 95 s14 front clip and he gave me the cluster out of it for cheap, he said that last he saw everything on the cluster worked.

i finally install it today and the tach jumps from 0-8k before the car is even turned on, and just jumps around. i drove the car for a bit, speedo works, all the other gauges work except for the tach. it stuck at about 8k then gradually went down to 0, then up to about 2k where it jumped from 500-2k back and forth.

i didnt modify any wiring at all, just plugged it straight it. is the cluster dead or what can i do to make it work? it only has 63k km on it, so i didnt think it would be dead...
