Japanese Seat Belt panel question...

Ok, so i bought some s14 seatbelts for my s13 pretty cheap. I wanted to keep all my panels and not have to dish out an additional $100+ for jdm panels/headliner. Read a thread where a guy had bought jdm panels and not the headliner so it wouldnt fit. so he cut out holes in his panel and fit the seat belt loop hole thing from the jdm panel to his usdm panels.
Does anyone know what its called and whether i can order the piece by itself? Or is there anything similar to the piece that i can get fairly easy? Maybe something equiped on another nissan or usdm car

Can the loop even fit behind the usdm panels? I have a manual seatbelt conversion with spacers but I don't think without the spacers that it can even fit behind the usdm panels without it pushing out on it.

Plus I think the reason to get the JDM panels would be to eliminate the openings for the automatic seat belt tracks. Its kind of pointless if your just doing it for the top seat belt loop on the usdm panels when you can just drill a hole and have the seat belt loop outside of the panel.
