I remember a thread months ago that might be worth revisting.

My J at WOT will change from 1st to 2nd @ 6000 rpm. 2nd to 3rd at 6600 rpm. Redline is 7000 rpm. Max speed has been reduced to 120 mph indicated (don't ask me how I know :D ).Idle in gear is low @ ~650-75 rpm.

What should I begin to check from most obvious to least likely?

The speed at which the TCU commands the solenoid to shift is derived by the load/TPS look up table.

Make sure your TPS idle vs WOT voltages are EXACT per manual..............since the shifts take a minimum of 0.3 secs to a maximum of 0.8 seconds when new are you referring to start of shift and how are you measuring rpm .....the tachometer ballistics of the needle may not be accurate.
