J30 Stalling and will not go above 3 MPH

What's Up everyone I'm new here so if I've posted this in the wrong section please lead me right.

My J30 is stalling and when it's not it will not go above 3 MPH. I was told by someone it might be the fuel filter and fuel lines. While it's in park and running the idle hands drop to zero unless I press on the gas and to drive it I would have to use both feet...one on brake the other on the gas pedal, but it will not go above 3 MPH.

Any Idea or Suggestions
