the shift lock switch for the j is inside of the gear shifter, it is a black button, right under the P selector, it is facing the back seat, mine was broken a while back, but didnt lock me out, instead it made the shifter move even if the car is off, but i'm sure you have something wrong with that switch, this is what i did to get to it:
get two thin and unbendable objects (i used knives), and insert them on each side of the gear shifter button, (one on each side, driver and passanger sides), there are two lips, one on each side of the button, push the knives in a way to make these lips go inward, the button will come out, dont apply too much force as it might break the button. now get an elongated (10mm, 12mm, 14mm. i'm not sure which one, but sure it is one of them) socket and open the nut that will be exposed then...... once the shifter is out, unclamp the gear selector trim, that will expose 4 phillips screws, remove them, be careful as the shifter will tend to move to the driver side ( if it does, dont attempt to push it back, if you do, you will break the shift lock switch, i suggest that you put the shifter to N and then remove the bolts), now slowly pull out the selector box, you will be able to see the light plug that is installed under the assembly, it is a twist and pull type, remove it before fully removing the gear shifter box..... now you will be able to see the black shift lock switch, it is facing towards the back of the car, move the gear selector to the P position, and slowly move it sideways, it will be stopped by the switch, that is how i found it, i think in your case, the switch might be stuck or needs cleaning.......i hope this helps, good luck.......
