I decided not to take it to the turbo shop and do it myself. And I can now officially tell you why it was going bad. One of the snap ring marcel springs unsat itself and probably got itself lost in the oil stream. So the journal bearing it was supposed to be holding in was bouncing all over the place. I'm thankful the bearing didn't score the shaft.
It would also explain why the car would sometimes exhibit weird, inconsistent boosting tendencies.
Right now, the CHRA, dogdish, and wheel/shaft assy are soaking in a cold carb cleaner to get all the coked oil out of it. There was some gunk build up on the dogdish (heatshield on the turbine side), turbine piston seal, and a bit near the heatshield of the CHRA. I also put all the inlet and outlet tubes in, too (except the oil return). The water lines had junk clogging the bolts. I think it was old buildup from its previous life in japan. I've seen the heater hoses have clogs in them on other engines, so i doubt that this one got a good flush before it was lowered into the car.
Unfortunately, though, I realized on the way home that my paint markings on my wheels would get cleaned off in the carb cleaner and i didn't line them up when I reassembled the assy. Oops.
